G4S SPV Management Services provides financial, management and compliance services to HMP Altcourse and other prisons, Secure Training Centres (STC) and Young Offender Institutions (YOI) in the UK

HMP Altcourse, the first PFI (Private Finance Initiative) prison to be built and operated by a private sector contractor, is one of the UK’s longest running PFIs. The Category B local prison, operational since 1997 on a 35 acre site in Liverpool, can hold 1324 convicted and remand adult male prisoners. In 2007 the prison was successfully expanded with the close involvement of the SPV team, G4S and Carillion, the original construction contractors.

Our team delivers financial management, general management, engineering and asset management services, including:

  • Monitoring of Planned Preventative Maintenance regimes
  • Ensuring adequate cash reserving for lifecycle funds and procurement management
  • Establishment of risk logs and risk management processes to reduce shareholder exposure
  • Preparation and maintenance of financial models
  • Treasury management to maximise returns for shareholders

The pressures on prisons change according to the requirements imposed by central Government. We engage with the end user client and operator to ensure contract requirements and issues are understood and then fully resolved. We monitor the operator’s performance monthly and trends are identified and discussed. In this way risks to shareholders are raised early and necessary corrective measures actioned.

Protecting shareholders and ensuring value for money extends beyond sound accounting practices and contract compliance. We take a proactive approach to maintaining assets and assess lifecycle costs and audit maintenance regimes to ensure that value for money is achieved without compromising long term asset value. Trained and certified engineers are dedicated to ensuring that correct maintenance and replacement procedures are followed.
